The intentions concerned in items 1–3 are those of governments, the United Nations, and any other competent authorities. Item 4, insofar as it concerns war-fighting strategy, is the business of both political rulers and the general staff, so their intentions are its focus. Item 5 concerns that part of the just war tradition concerned with jus in bello. To a large extent, intention at the operational and tactical levels in item 4 also has more to do with jus in bello than with jus ad bellum. Since jus in bello is outside the scope of this book, I won’t deal with 4 or 5.

The opening section of this chapter dealt with item 1. What I hope I have shown at this point is that fleshing out what right intention in jus ad bellum involves requires treating 2 and 3. That right intention involves promoting or seeking the good, peace, and justice is easily said and readily conceded. But governments thinking of going to war are not thinking of those goods in such general terms. Their intentions relate to more concrete goals. The issue then is to evaluate the actual intentions of governments in order to see how ethical value is realized in policy decisions and strategic choices.
